An Industry Preparing for Change, but Still Searching for Answers

How two days of conversations with homeowners, installers and manufacturers exposed a major knowledge gap around Smart Secure Electricity Systems and led to a wider series of articles.

“The biggest problem wasn’t the technology. It was misunderstanding.”

Before InstallerSHOW, I had only a passing awareness of SSES. Two days at the event changed that.

I went expecting to talk about heating systems, hot water, new products and the future of the industry. I did not expect to leave convinced that one of the industry’s emerging programmes had a serious information problem.

Smart Secure Electricity Systems was not suffering from a lack of technical information. It was suffering from a lack of accessible information.

A Conversation I Wasn’t Expecting

Over two days, I spoke informally with manufacturers, heating installers, renewable energy installers and homeowners, mainly within the hot-water sector.

These conversations were not a representative survey, but they provided an interesting snapshot of awareness among the people I met.

Very few installers or homeowners had heard of SSES.

Once I explained that it is a Government programme intended to help Great Britain’s electricity system operate more efficiently as homes adopt heat pumps, electric vehicles, batteries and smart heating controls, the conversations usually headed in one of two directions.

Manufacturers Were Already Preparing

The conversations took a different turn when I spoke with manufacturers.

Some were already demonstrating products with connected features relevant to future Energy Smart Appliance requirements. Others were deciding how much additional functionality customers would be willing to pay for.

Every new component, communication feature, software platform and security requirement can increase development costs. Manufacturers must therefore balance future capability against affordability, market demand and regulations that may still change.

Current proposals cover specified electric heating appliances, relevant EV smart charge points and smart battery storage systems placed on the Great Britain market. Different requirements apply to different categories, with many expected to take effect from 31 December 2027, subject to Parliamentary approval.

Manufacturers cannot necessarily wait until every requirement is finalised before beginning product development.

What this means for existing installations

The proposed date does not mean existing heating and hot-water systems must be replaced or retrofitted. The requirements principally concern new products within scope being placed on the Great Britain market by manufacturers and importers.

The Demonstration That Changed My Perspective

One demonstration changed how I thought about SSES.

With permission, I was shown a prototype retrofit Energy Smart Appliance being developed by Cotherm UK Ltd .

Current benefits: Remote monitoring, operating modes, scheduling, Boost control and greater user visibility

Future capability: Designed to meet all requirements currently set out in the Government’s published proposals and adapt its operation if those requirements change

Current status: Formal certification against the final regulations is not yet possible because those regulations have not been completed

Cotherm explained that the underlying control technology had been designed so that its operation could be updated if the final requirements changed.

What surprised me was not its potential future interaction with flexibility services. It was how useful it already was.

Using a straightforward smartphone app, the user could monitor the hot-water system, adjust operating modes, manage schedules and activate a Boost function.

This was the moment I realised that SSES was not only about future flexibility. Connected products could provide genuine value today while preparing for capabilities that may become important later.

An app or internet connection alone does not make a product an Energy Smart Appliance. Future flexibility capability also depends on secure communication, suitable metering, consumer controls, interoperability with relevant services and compliance with the final requirements.

However, the demonstration showed that manufacturers do not necessarily have to ask customers to wait years before receiving practical benefits from the underlying technology.

One Subject, Three Perspectives

Everyone was looking at the same programme from a different perspective.

There was not one audience needing better information. There were several, each asking different questions.

That realisation led me to spend the following weeks reading Government consultations, legislation, PAS standards, technical papers and industry guidance.

The central idea was not impossible to explain. The difficulty was finding the important information, verifying it and translating it for each audience.

The Biggest Problem Was Misunderstanding

The most common misconception was that SSES would allow the Government to switch household appliances on and off.

That is not how the proposed framework is intended to operate.

In simple terms:

Government develops the policy and regulatory framework.
Manufacturers and importers place applicable products on the market.
Installers fit, commission and explain those products.
Suppliers, flexibility providers and future licensed load controllers may provide agreed flexibility services.
Consumers decide whether to participate, set their preferences and retain normal override and opt-out controls, subject to safety protections.

If a household voluntarily joins a compatible tariff or flexibility service, an appliance may adjust automatically within the settings and agreement accepted by the customer.

The objective is to shift flexible electricity use, not remove access to heating, hot water or vehicle charging.

The distinction is straightforward once it has been explained. The problem is that, for many people, nobody has explained it yet.

Why One Article Became Four

As I researched the questions raised at InstallerSHOW, it became clear that one article could not answer all of them properly.

The research therefore became four core articles:

Who is actually responsible?

Situations like this are common across the UK. Responsibility depends on what is causing the moisture , not simply where the mould appears. Finding the underlying cause is the first step towards deciding who is responsible for putting the problem right.

2. Why Responsibilities Matter

Mould is almost always the result of excess moisture. That moisture may come from a leaking roof, rising damp, poor insulation, condensation from everyday living, or a combination of several factors. Until the source is identified, it is impossible to determine who is responsible for fixing the problem.

Responsibility depends on the source :

Building defects → Landlord (including councils)
Moisture from normal everyday living → Usually shared, depending on whether the property provides adequate heating, insulation and ventilation
Landlord fails to act → Council enforcement

A proper investigation should always identify why excess moisture is forming before responsibility is assigned.

4. Tenant Responsibilities

Tenants are responsible for reasonable daily living practices that help control moisture:

Landlords must act when mould is caused by:

Landlords must also comply with:

Simply removing visible mould without investigating and resolving the underlying moisture problem is unlikely to meet these responsibilities. Effective repairs should always focus on eliminating the source of the moisture before treating the visible mould.

6. Council Responsibilities & Response Times

Councils have two roles:

A. As landlords (council housing)

They must repair damp and mould under the same laws as private landlords.

B. As enforcement authorities (private rented homes)

Councils must:

inspect homes where damp or mould is reported
assess risk under HHSRS
issue enforcement notices if landlords fail to act
prioritise vulnerable tenants
treat severe mould as a Category 1 hazard , requiring urgent action

How quickly must councils act?

Many councils aim to make initial contact within around 10 working days , although response times vary depending on local demand and the seriousness of the reported hazard.

Awaab Ishak case

Public awareness of damp and mould increased significantly following the death of Awaab Ishak in 2020.

The case led to stronger expectations that social landlords investigate reports promptly, identify the underlying cause and treat damp and mould as a serious housing and health issue rather than automatically attributing it to tenant lifestyle.

These reforms have reinforced the expectation that social landlords respond more quickly to reports of damp and mould and place greater emphasis on protecting tenants’ health.

7. Shared Responsibility Explained

Shared responsibility does not mean blame is split equally.

A landlord may still be responsible for repairing defects that allow condensation to form, while tenants are expected to use the home reasonably once suitable heating and ventilation are available.

Most real‑world cases involve both building conditions and daily living habits.

8. What Landlords Should NOT Do

Landlords should avoid:

simply washing mould away without finding the cause
blaming tenants before investigating
repainting affected areas without resolving moisture
delaying repairs while mould spreads

These actions often worsen the problem and breach Ombudsman guidance.

It’s a cycle experienced by thousands of households across the UK every year. The mould disappears temporarily, only to return in exactly the same place. Many people assume they haven’t cleaned it properly or simply need a stronger product.

In reality, the mould is rarely the real problem.

It’s your home’s way of telling you that moisture is present where it shouldn’t be .

Think of mould like a warning light on a car dashboard. Wiping the mould away turns off the light, but it doesn’t fix the underlying fault. The real question isn’t “How do I remove mould?”, it’s “Why is moisture collecting here?”

Once you understand how moisture behaves inside a home, mould becomes far easier to explain, prevent and, in many cases, eliminate altogether.

Whether you’ve noticed mould around windows, behind furniture, in the bathroom or inside cupboards, the principles are the same. Mould grows when a surface stays damp for long enough. That dampness might come from condensation, a leak, penetrating damp, rising damp, poor ventilation or cold surfaces, but the outcome is identical: moisture remains, and mould follows.

2. Why Does Mould Grow?

Mould is a natural fungus found almost everywhere; indoors, outdoors, and even in clean homes. Spores float through the air constantly, but they only grow when they land on a surface that stays damp long enough.

Mould needs four things to survive:

moisture
a food source
a suitable temperature
time

In UK homes, the only factor you can reliably control is moisture . Paint, plasterboard, timber, wallpaper paste and even household dust all provide nutrients. Indoor temperatures are usually ideal for growth. Time simply depends on how long moisture remains.

This is why experienced mould specialists focus on finding water, not mould .

Once moisture is present, the process is simple:

Spores settle on a surface
Moisture remains
Growth begins
More spores are released
The cycle continues until the moisture source is fixed

The key idea is straightforward:

Mould is the symptom. Moisture is the cause.

Understanding this makes diagnosis far easier and prevents the common mistake of treating mould without addressing the underlying moisture problem.

3. Understanding Moisture

If there's one concept that makes the rest of this guide easier to understand, it's this:

Mould follows moisture.

Everything else, condensation, damp, thermal bridging, ventilation and mould growth, starts with understanding how moisture behaves inside a building.

Fortunately, you don't need a background in building science to understand the basics.

Relative Humidity (RH)

Relative humidity describes how much moisture is in the air compared with the maximum amount it can hold at that temperature. It's usually shown as a percentage.

An easy way to picture this is to imagine that air is like a sponge.

A warm sponge can hold a lot of water before it starts dripping. A cold sponge can hold much less.

Warm air behaves in exactly the same way. It can hold far more water vapour than cold air.

As the air cools, its ability to hold moisture reduces. If there's nowhere for that moisture to stay, it has to go somewhere—and it usually ends up on the coldest surfaces in your home.

This is why condensation often appears overnight, even though nobody has added any extra moisture to the room. The air has simply cooled to the point where it can no longer hold everything it was carrying.

For most homes, an indoor relative humidity between 40% and 60% provides a comfortable balance. Levels that remain consistently above 60% increase the likelihood of condensation and mould growth, while prolonged humidity above 70% creates ideal conditions for mould to develop.

Condensation

Condensation is by far the most common cause of mould in UK homes.

It occurs when warm, moisture-laden air comes into contact with a surface that's colder than the surrounding air.

We've all seen this happen on a cold drink during summer. The water droplets on the outside of the glass don't come from inside the drink, they come from moisture already present in the surrounding air.

The same process happens inside your home.

After a shower, cooking dinner or drying clothes indoors, the air contains much more moisture than usual. When that warm, humid air reaches a cold window, external wall or uninsulated corner, the moisture turns back into tiny water droplets.

If this happens occasionally, the surface simply dries again.

If it happens day after day, mould often follows.

Common places where condensation forms include:

Window glass and frames
External walls
Room corners
Behind wardrobes and sofas
Around window reveals
Uninsulated ceilings
Bathrooms and kitchens

Many homeowners notice condensation first and mould later. That's because mould needs time to establish itself, whereas condensation is visible almost immediately.

Dew Point

The term dew point sound s technical, but the idea is surprisingly simple.

It's the temperature at which the air can no longer hold all the moisture it contains.

When a surface cools below that temperature, water begins to form.

You've probably seen this on a winter morning when your breath clouds in front of you or when a bathroom mirror steams up after a shower.

Exactly the same thing happens on cold walls.

Some parts of a room cool more quickly than others. External corners, window surrounds and poorly insulated walls often reach the dew point before the rest of the room. That's why mould appears in these areas so frequently.

Understanding dew point explains why mould can develop in one corner of a room while the rest of the wall remains perfectly clean.

Thermal Bridging (Cold Bridging)

Thermal bridging occurs when one part of a building loses heat more quickly than the surrounding construction.

Think of wearing a thick winter coat with one small patch where the insulation is much thinner. No matter how warm the rest of the coat is, you'll always feel the cold in that one spot.

Buildings behave in much the same way.

Some areas naturally conduct heat more readily than others, creating colder surfaces that attract condensation.

Typical examples include:

External corners
Window reveals
Concrete lintels
Steel beams
Balcony connections
Junctions between walls and ceilings
Poorly insulated extensions

These aren't necessarily building defects. Many are simply characteristics of the way a property has been constructed.

However, because these areas stay colder than the rest of the room, they're often the first places where condensation forms and mould begins to grow.

Surface Temperature Matters

One of the biggest misconceptions about mould is that keeping the heating on automatically prevents it.

Heating certainly helps, but it's the temperature of the surface—not just the room—that matters.

Imagine a living room that's comfortably warm.

The air temperature might be 20°C , but the wall hidden behind a large sofa could still be several degrees colder because warm air can't circulate freely.

That colder surface reaches the dew point much sooner than the rest of the room.

Moisture settles there repeatedly.

Weeks or months later, when the sofa is finally moved, the wall behind is covered in mould despite the rest of the room looking perfectly clean.

This is one of the most common situations encountered by mould surveyors.

Why Understanding Moisture Changes Everything

Once you understand how moisture behaves, mould becomes far less mysterious.

Instead of asking:

"Why has mould appeared?"

you begin asking:

"Where is the moisture coming from?"

That simple shift in thinking makes diagnosing mould much easier.

Rather than focusing on the black patches themselves, you start looking for the conditions that allowed them to grow.

Almost every successful mould investigation begins this way.

4. Common Causes of Mould in UK Homes

While mould always needs moisture to grow, that moisture can come from several different sources. Identifying which one is responsible is the most important step towards finding a lasting solution.

Although every property is different, most mould problems in UK homes fall into one of six categories.

Condensation

Condensation accounts for the majority of mould cases seen in occupied UK homes. In unoccupied or poorly maintained properties, leaks and penetrating damp are also extremely common causes.

Everyday activities release surprising amounts of water vapour into the air. Cooking, showering, bathing, drying washing indoors and even breathing all add moisture.

A family of four can produce 10 to 15 litres of water vapour every day through normal daily living.

If that moisture isn't removed through effective ventilation, it has to settle somewhere.

Usually, that's on the coldest surfaces in the property.

A typical example is a child's bedroom during winter. The heating is turned off overnight, the bedroom door remains closed and the windows are shut to keep the room warm. By morning, condensation has formed on the glass and the external wall behind the wardrobe feels noticeably colder than the rest of the room.

Within weeks, small black spots begin appearing.

The mould isn't caused by poor cleaning.

It's simply following the moisture.

Did You Know?

A family of four can release 10 to 15 litres of moisture every day simply through cooking, showering, washing, drying clothes indoors and breathing. Good ventilation helps remove much of this moisture before it becomes condensation.

Rising Damp

Rising damp occurs when groundwater moves upwards through masonry by capillary action.

Although genuine rising damp is far less common than many people believe, it does occur and should be properly investigated where suspected.

Signs often include:

Damp patches near floor level
Crumbling plaster
Peeling wallpaper
White salt deposits
Decaying skirting boards

Unlike condensation, rising damp usually affects the lower parts of walls and remains relatively consistent throughout the year.

Penetrating Damp

Penetrating damp develops when rainwater enters the building from outside.

Common causes include damaged brickwork, cracked render, missing roof tiles, blocked gutters, failed pointing and defective flashing.

One of the clues is that the problem often becomes worse after periods of heavy rainfall.

For example, you may notice a damp patch appearing on an upstairs bedroom wall after several days of persistent rain. The wall remains dry throughout summer but becomes damp every winter.

The mould inside the room is simply the visible consequence of water entering from outside.

Leaks

Hidden leaks are responsible for countless mould problems.

Even a very small leak can supply enough moisture for mould to thrive if it's left undetected for weeks or months.

Leaks commonly occur around:

Pipe joints
Waste pipes
Baths and showers
Washing machines
Dishwashers
Roof spaces
Central heating systems

One of the tell-tale signs is a persistent musty smell without any obvious mould being visible.

Often, the mould is developing inside a cupboard, beneath flooring or behind kitchen units where the leak has gone unnoticed.

Poor Ventilation

Ventilation is your home's way of removing excess moisture.

Every time you cook, shower, dry clothes indoors or simply go about your daily routine, moisture is released into the air. Without adequate ventilation, that moisture has nowhere to escape. Instead, it builds up indoors until it settles on the coldest surfaces.

Think of ventilation like opening the windows in a steamy car. If the moist air can't escape, the windows stay misted up. Once the damp air leaves, visibility quickly improves. Homes behave in much the same way. The aim is to remove humid air before it settles on colder surfaces as condensation.

Many people assume opening a window occasionally is enough. While this can certainly help, it's rarely a complete solution if large amounts of moisture are being generated every day.

Extractor fans, trickle vents, Positive Input Ventilation (PIV) systems and Mechanical Ventilation with Heat Recovery (MVHR) systems all play an important role in managing indoor humidity.

A typical example

After showering, the bathroom window stays closed because it's cold outside. The extractor fan is either switched off too soon or isn't powerful enough to clear the steam. Moisture remains in the room for several hours before gradually spreading into the landing and nearby bedrooms.

Over time, mould begins appearing on the bathroom ceiling and around the window frame—not because the bathroom is dirty, but because humid air isn't being removed quickly enough.

Thermal Bridging

As discussed earlier, thermal bridging occurs when certain parts of a building remain significantly colder than surrounding areas.

These colder surfaces attract condensation more readily than warmer ones, making them common locations for mould growth.

Unlike leaks or rising damp, thermal bridging isn't introducing water into the building. Instead, it's creating cold surfaces where airborne moisture naturally condenses.

This is why mould often appears in neat triangular patterns in room corners or around window reveals.

A typical example

One corner of a bedroom always feels colder than the rest of the room, even when the heating is on. Every winter, the same patch of mould develops despite repeated cleaning.

The corner is acting as a thermal bridge, cooling below the dew point more frequently than the surrounding walls.

Comparing the Most Common Causes

The Important Thing to Remember

Although the causes are different, the result is always the same.

A surface remains damp for long enough to allow mould to grow.

That's why successful mould remediation always begins by identifying the source of the moisture rather than simply treating the visible mould.

Seasonal Mould Behaviour in UK Homes

Althoughmould can appear at any time of year, the underlying cause often changes with the seasons. Recognising these patterns makes it much easier to understand why mould appears and what’s driving it.

Winter

Most mould problems occur in winter. Cold walls and window frames reach dew point quickly, while homes are kept closed and moisture from daily living builds up. This is when you see classic condensation mould: black spots around windows, cold corners and behind furniture.

Summer

Summer mould is rarely caused by condensation. Warm air holds more moisture, so mould appearing in summer usually points to leaks or penetrating damp, especially after heavy rain or storms.

Autumn
